Will he be able to put more cash into it as days go by to upgrade it? Or do you want something budget that is rather cheep, but not too up-gradable?

Used can be good, but usually more work than just buying new.

i reccomend the tamiya tt-01, proably the easiest car to get parts for/hop ups and its super cheap! and plus you can hop it up in the future to be more adjustable.

I on the other hand recommend the HPI E-10. Shaft drive, easy maintenance, and designed to drift, right out of the box. That way you'll immediately save yourself from huge dollar value crashes.

I agree with Justin, but I don't disagree with Taylor. I would more suggest the car that the closest hobby shop supports.
